For living

Start with work, schools, health, transport, lift, water, power and internet. A cheaper city can be more expensive if it consumes hours of travel.

For renting

Define the tenant in each city. Damascus demand may be service and employment driven; Aleppo trade, education and industry; Homs housing and central services; the coast combines permanent and seasonal demand.

For renovation and resale

A visible discount is not profit. Add engineering, approvals, materials, contractor time and selling time. World Bank assessment highlights severe building and infrastructure damage, especially in Aleppo, Rif Damascus and Homs—creating need but also execution risk.

For commerce

Compare footfall, supply chains, power, storage, licence and purchasing power. City averages do not value a particular street.
